The Jewish Agency, the Ministry of Aliyah and Integration, and Hechon Limudim invite Aliyah candidates and new immigrants to join a unique employment-oriented Aliyah program in the field of payroll accounting, combining subsidized housing, Hebrew studies, employment-oriented Hebrew, professional training, and guidance in integrating into the labor market.

Who is it for?
  • Those eligible for Aliyah and Aliyah candidates from all countries of origin

  • Ages 21–50

  • Full matriculation certificate holders

  • Good command of Hebrew for understanding the professional material and communicating with employers

  • Basic computer knowledge and familiarity with Office software

  • Ability to learn new payroll software

  • Analytical ability, logical thinking, and the ability to work with numbers and calculations

  • Accuracy, orderliness, responsibility, and service orientation

  • Motivation to integrate into the financial field

  • Background in bookkeeping — an advantage but not mandatory

  • Basic command of English — an advantage

  • Successful completion of an interview and professional screening by representatives of Hechon Limudim

Number of places in the program: 10–17 participants.

Opening of the program is conditional upon a minimum of 10 participants.

About the Program

The field of payroll accounting is an in-demand field in Israel, needed in accounting firms, business organizations, payroll service companies, local authorities, and public bodies.

For new immigrants, the training provides a practical pathway to building a career in Israel, acquiring an in-demand profession, integrating into the labor market, and creating a stable professional and economic foundation for life in Israel.

The program provides participants with professional knowledge in labor laws, taxation, National Insurance, pensions, and payroll software, alongside personal and employment guidance during the stages of absorption and integration in Israel.

What the Program Includes
  • Subsidized housing at the Ashkelon Absorption Center

  • Hebrew studies in an ulpan for approximately five months

  • 150 hours of employment-oriented and terminology-based Hebrew in the financial field

  • In-depth professional training in the field of payroll accounting

  • Study of labor laws, taxation, National Insurance, and pensions

  • Work with payroll software and management of financial administration

  • Preparation for an external exam in the field studied

  • Personal guidance in the initial absorption processes in Israel

  • Employment preparation workshops

  • Active placement guidance and creation of employment opportunities

Training program:

Participants will study the main topics required for working as payroll accountants in Israel:

  • Foundations of payroll accounting

  • Labor laws in Israel

  • Vacations, working hours, severance pay, and employee rights

  • Taxation and issuing payslips

  • National Insurance and pensions

  • Work with payroll software

  • Management of financial administration

  • Compliance with regulations and professional requirements

  • The training includes approximately 200 academic study hours, including practical learning, and is adapted to the requirements of the Institute of Certified Public Accountants.

  • Duration of the training: approximately 4–5 months.

  • Learning format: hybrid — in-person studies, computer-based practice sessions, and preparation for an external exam.

Accommodation Options

During the program, participants will live at the Ashkelon Absorption Center of the Jewish Agency.

Apartments suitable for families, couples, and single participants.

  • Housing options:

  • Family — NIS 1,500 per month

  • Couple — NIS 1,400 per month

  • Single participant in an apartment with roommates — NIS 700 per month

The prices do not include electricity expenses.

Apartment placement will be carried out by the Absorption Center team according to the team’s considerations and apartment availability.
